Rick Saines, ONM
Managing Partner

A Chambers-ranked lawyer and globally recognized leader in carbon markets, Rick brings over two decades of experience advising governments, development institutions, NGOs, and companies on legal and transactional strategies for ambitious climate action. He was previously a Managing Director at Pollination and led the North American Climate Practice at Baker McKenzie. A former Chair of IETA and current board member of The Climate Registry, Rick received France’s National Order of Merit (ONM) for his work related to the Paris Agreement. Rick is licensed to practice law in Illinois.

Marisa Martin
Managing Partner

Marisa is a Chambers-ranked lawyer and international expert in climate law and policy, with deep expertise in Article 6 and nature-based solutions. A former Fulbright Scholar and Doris Duke Fellow, she led the environmental markets advisory team at Pollination and previously practiced with Baker McKenzie’s climate law group. Marisa is licensed to practice law in California and Illinois.

Maggie Comstock
Global Head of Policy

A seasoned climate policy expert, Maggie is globally sought after for her work on REDD+, Article 6, CORSIA, and voluntary carbon markets. She has led major teams and projects at Pollination and Conservation International, shaping carbon market strategies for governments and NGOs around the world.

Sara Oishi
Senior Director, Legal

Sara is a licensed attorney who, with a background spanning law, engineering, and finance, helps clients develop and transact environmental assets. Building on her experience at Pollination, she brings deep knowledge of carbon market infrastructure, novel transactions, and emerging digital climate tools. Sara is licensed to practice law in Illinois.

Rachel draws on extensive policy experience at Pollination and Verra to advise on carbon market standards, voluntary market trends, and Article 6 alignment. She has worked with leading climate companies in emerging economies to refine go-to-market strategies and monetize carbon assets.

Clarice Wambua
Nairobi, Kenya

Clarice is a leading environmental lawyer with over a decade of experience shaping climate law and policy in several African countries. She has played a central role in providing  strategic legal advice spanning sectors such as renewable energy, REDD+, blue carbon, and other nature-based solutions to  project developers, civil society organizations and national and sub-national government entities. She is also active in academia and has taught at the University of Nairobi, Faculty of Law.

Eron Bloomgarden
Barcelona, Spain

Eron is a carbon markets pioneer with over two decades of experience. As Founder of Emergent, he launched the LEAF Coalition, mobilizing $1 billion for forest protection. He created the world's largest carbon fund ETF, worked on the first Kyoto CDM project globally, and currently serves as adjunct professor at Columbia University while leading organizations focused on developing finance solutions that address climate change.

James Cameron
London, United Kingdom

James is a barrister and award-winning climate finance pioneer with 30+ years' experience. He co-founded Climate Change Capital, managing $1.6 billion and preventing 100 million tonnes of carbon emissions through law, policy, finance, and technology solutions. He negotiated the UNFCCC and Kyoto Protocol for the Alliance of Small Island States and currently catalyzes sustainable development through multiple climate organizations.

Katie Sullivan
Toronto, Canada

With 20+ years of experience, Katie leads global policy and strategy on behalf of IETA’s 300+ multi-sector business members globally. Katie led the expansion of IETA’s presence across multiple emerging geographies and cross-cutting market formation activities. She currently sits on the Board of the Climate Action Reserve (CAR) along with several Advisory Groups, including Canada’s Commission on Carbon Competitiveness and the Canadian Climate Institute, and is a member of Osgoode Hall Law School’s Faculty.

Ricardo (Rick) Nogueira
Washington, D.C., United States

Rick is a climate finance expert with two decades of experience in sustainable and clean energy investing. Regularly advising governments and multilateral banks on climate finance, he currently serves on the Green Climate Fund's Technical Advisory Panel and boards of the DC Green Bank and Green Guarantee Company. He previously served as Senior Advisor on Climate Finance at the U.S. State Department.
